Council of Europe Convention on the Co-production of Audiovisual Works in the Form of Series open for signatures
EFAD welcomes the opening for signature of the Council of Europe Convention on the Co-production of Audiovisual Works in the Form of Series. The signing ceremony of the Convention, chaired by Council of Europe Secretary General, Alain Berset, took place at the Series Mania Forum in Lille, on 26 March.
Nine Council of Europe member states signed the Convention, including EFAD members’ countries France, Greece, Italy, Luxembourg, Malta, Montenegro, Poland and Portugal, demonstrating strong support for enhanced European collaboration in the audiovisual sector.
Adopted in November 2025, the Convention is now open for signature and ratification to all members of the Council of Europe and countries party to the European Cultural Convention. It establishes, for the first time, a dedicated international framework for the co-production of series, reflecting the growing importance of series within the European audiovisual ecosystem and the need to adapt cooperation tools to current market realities.
The Convention introduces updated rules to support cross-border collaboration, establishes new transparency obligations regarding audience data and exploitation of rights, in order to enhance visibility and circulation of works. It also aims to strengthen the position of independent producers and their better access to national funding mechanisms.
EFAD considers this development an important step in supporting European audiovisual creation and fostering stronger cooperation across countries. EFAD encourages member states to move forward with signature and ratification to enable the effective implementation of the Convention.
