Ministry of Culture (MIC)

The Italian Directorate General for Cinema and Audiovisual of the Italian Ministry of Culture (MIC) is in charge of public functions and duties related to the Film Industry, its mandate entails the promotion, the development, the production, the protection and the dissemination of Italian Cinema.This mission is deeply connected to the nature of one of the most innovative forms of Italian cultural expression – motion picture – based on the need of consolidating the paramount role of this sector in creating and preserving national and local cultural identity.

The DGCA supports the creation, production, distribution and dissemination of cinematographic and audiovisual works, supports the creation and modernization of cinemas and the adaptation of technical industries to technological developments, contributes to defining the Italian position in relations with the institutions of the European Union and with other international institutions, promotes the image of Italy also for tourism purposes through cinema and audiovisual, supports professional training and image education, carries out study and analysis activities in the cinematographic and audiovisual sector.

The main regulatory instrument for State intervention in the sector is Law 14 November 2016, n. 220 (Regulation of cinema and audiovisual, in short «Law»), which regulates the economic intervention in support of the sector and all administrative functions relating to recognition and authorization procedures and establishes the Fund for the development of investments in cinema and audiovisual .

In addition to managing the funds provided for by the Law, the DGCA represents Italy in international organizations that provide supranational funds ( EurimagesIbermediaCreative Europe – MEDIA Subprogramme ).

The DGCA has also established bilateral funds with equivalent institutions in other countries to support the development of international co-production works.

The DGCA provides support to the Higher Council of Cinema and Audiovisual , a body established by Article 11 of the Law, which carries out consultancy and support tasks in the development and implementation of sector policies and the preparation of general guidelines and criteria for the allocation of resources.

Through external experts and commissions , the DGCA – MiC carries out selection activities for projects requiring selective support and verification of the classification of cinematographic works.

The DGCA, within its own area of ​​competence, exercises the functions of direction and, in agreement with the General Directorate for Budget limited to accounting and financial aspects, of supervision over the entities established and/or participated in by the Ministry.

At present, pursuant  to the  Ministerial Decree of 30 December 2021 rep. 478 on the recognition of the entities supervised by the MiC , the DGCA has supervision over  Cinecittà SpA and the Fondazione  Centro Sperimentale di Cinematografia .

The DGCA also expresses its assessments of competence in relation to the exercise of supervisory functions over  the Italian Society of Authors and Publishers  (SIAE) and over the Fondazione La Biennale di Venezia (limited to the cinema sector), the ownership of which falls respectively to the Directorate General for Libraries and Copyright and the Directorate General for Budget. 

The coordination of the Film Commissions is established at the DGCA – MiC .

Film Education - EFAD Members' Initiatives

Since 2015, cinema and audiovisual became a fully-fledged part of the curriculum of schools of all levels, as specific disciplines to contribute to the construction of a common audiovisual culture and to the formation of learning environments. With Cinema and Audiovisual Law no. 220 of 14 November 2016, the National Cinema and Images for Schools Plan, signed by Directorate General for Cinema and Audiovisual of the Ministry of Culture and the Directorate General for Students, Integration and Participation of the Ministry of Education, was created. The regulation stipulates that 3% of the National Film and Audiovisual Fund, amounting to at least 12 million euros, will be allocated each year, to be used according to the intervention plan for each school year. The actions of the National Plan Cinema and Images for Schools are oriented towards the promotion of film and audiovisual language teaching and the acquisition of tools and methods of analysis that foster knowledge of the grammar of images and awareness of the nature and specificity of their functioning. The Plan envisages: training activities for teachers aimed at introducing a new target figure into the school system, the visual education operator; the launch of calls for tenders addressed to schools of all levels and to operators in the sector to support the inclusion of film and audiovisual education within educational pathways, also through workshop activities in cooperation with professionals in the sector, and to promote festivals, reviews and innovative educational initiatives dedicated to the school world. www.cinemaperlascuola.it is the first institutional web platform, promoted by the two Ministries, dedicated to the world of cinema and audiovisual at school. In the website, all the initiatives promoted by the two Ministries as part of the National Cinema and Images for Schools Plan are presented: opportunities, calls for proposals, teaching materials, audio-visual materials, learning objects, training courses and any other useful tool for launching visual education paths at school.

In August 2021 the Ministries of Culture and Education signed a three-year Memorandum of Understanding allocating resources of at least €12 million per year to implement the Cinema Law. Financial allocations from the previous two-year period left unspent due to the Covid pandemic have been added to the 36M€ earmarked for the three-year period.

In March 2022, the third National Plan for Cinema and Images in Schools, which has allocated €54 million for the 2022/2023 academic year. The goal is to boost knowledge and awareness of cinematographic and audiovisual language in schools of every level.
