Albanian National Cin­e­matog­ra­phy Center

The National Center of Cinematography (QKK) was established in 1997. QKK is the most important national institution that encourages, finances and promotes film production in Albania. Through the management of public funds, QKK enables the development of the film industry in the country. The goal of QKK is the development of Albanian cinematography by encouraging new visions. The key criterion in the project selection procedure remains artistic value. 

Since its creation, QKK has supported the production, distribution and promotion of feature films, short films, documentaries and animated films. QKK supports Albanian filmmakers, particularly for international co-productions. This is an effective strategy to ensure distribution and a broader audience beyond national borders. QKK finances short films by young directors and assists film students in their first cinematic productions. 

QKK provides financial support for film festivals, organizes Albanian Film Days in other countries and hosts seminars and conferences that contribute to the development of the film industry in Albania. QKK also assists in the publication of film art literature. 

QKK represents Albania in international film structures such as Eurimages, SEE Cinema Network, and European Film Promotion and organizes Albanian film pavilions at international film festivals in Cannes and Berlin. Films produced with QKK funds have been successful and have been awarded at important festivals both domestically and abroad. 

Competencies of QKK

  • Determines the allocation of the budgetary fund for film genres (feature, documentary, and animated);
  • Distributes funds for projects that meet the requirements of the regulations for film production and distribution, which have qualitative values and national cultural interest. It also reports on the realization of approved projects and funds; 
  • Approves projects for the production of films by Albanian producers, or by Albanian or foreign producers, when funds are provided by QKK;
  •  Allocates funds for national and international film festivals and film weeks;
  • Proposes changes and improvements to laws, decisions, orders, and directives in the field, especially regarding organizational, technical, legal, and financial measures, for better functioning of the national film legal system. These are presented to the Council of Ministers for approval by the Minister of Culture, Youth, and Sports, after being reviewed by the Ministry of Culture, Youth, and Sports; 
  • Organizes and financially supports the training, specialization, and preparation of young filmmakers, as well as the publication of various cinematic activities;
  • Registers all individuals and legal entities engaged in film production and distribution activities, according to procedures defined in regulations, and issues certificates for these activities to all applicants who meet the necessary conditions outlined in the regulations;
  • Registers all individuals and legal entities that own halls or other venues for the screening of films, according to the regulations for film distribution and exhibition in the territory of the Republic of Albania;
  • Registers films produced or imported to be shown in the territory of Albania;
  • Monitors the compliance with technical standards of equipment operating in Albania for film production and distribution;
  • Organizes the training, specialization, and preparation of young filmmakers;
  • Informs producers about its financial opportunities, changes in its approval councils, changes in legal and sub-legal acts, and participation in national and international film festivals and weeks;
  • Artistically evaluates the projects presented by the appointed rapporteurs in the project council;
  • Analyzes the technical-economic documentation of the submitted projects, applying the approved standards;
  • Financially supports, with a special budget fund, the distribution projects of Albanian films, both domestically and abroad.
